Il detective Jerry Black ha fatto una promessa che deve mantenere: catturare un killer che non riesce a trovare.

L'ispettore di polizia Jerry Black è giunto al giorno della pensione. Arriva però la notizia del ritrovamento del cadavere straziato di una bambina e l'uomo si offre per l'avvio delle indagini. Queste hanno però breve durata, in quanto il presunto colpevole viene catturato e sembra "firmare" la propria confessione sottraendo una pistola a un poliziotto e sparandosi in bocca. Il caso è chiuso, ma Black non è convinto: ha promesso solennemente alla madre di prendere l'assassino.
